DeMaio and Frye Release 15 Possible Reforms

Councilmember Donna Frye and Councilmember-Elect Carl DeMaio today released a “Draft” Report on City Council Governance—aimed at improving the openness, effectiveness and independence of the City Council in a Strong Mayor-Strong Council form of government. 

 
The report is the result of an intensive four month study on City Council policies and procedures—featuring interviews with experts in municipal management and input from the public through a series of Town Hall dialogues. “The City Council is long overdue for a serious overhaul,” commented DeMaio.  “With the City Council membership changing, we have a unique opportunity to reposition the City Council as a constructive partner in solving the city’s financial problems.”

In the coming months you will likely hear a lot about something called the "Permanent Rules of Council" and whether they should be modified.  The argument goes that the City Council still has not adapted to a Strong Mayor-Strong Council form of government.
